Lol. I read that auction yesterday. Anyone that demands isk up front from chibbypoo is a scammer.
Also, no, your not going to get your isk back as there were no out of game mechanics or exploits used. You decided to send the isk, he simply decided to not uphold his part of the deal. Think of it as a fancy type of freeform scam.

Well its not like they hold their hands and show them how and stuff, but yeah. If you don't break the EULA then you can scam people.
